Maybe the poorest... uhmmm someone without a country...or has a cardboard box for home.

Actually I grew up without a lot of money, but we were better off than we are now.

The poorest person would be someone who gathers a lot of useless junk, doesn't take care of his valuable belongings, and then leaves the whole mess for his kids to deal with.
